President of the Republic of Azerbaijan Ilham Aliyev attended the opening of the first phase of the residential settlement built in Kangarli village of Aghdam district on May 10, 2025.

At the event, Emin Huseynov, the Special Representative of the President for Aghdam, Fuzuli, and Khojavend districts, briefed the head of state on the work carried out. It was reported that large-scale construction work continues in Aghdam, as in other liberated territories.

Kangarli village is located 6 km from the city center and is being rebuilt within the framework of the "Great Return" program. According to the project plan, 632 individual residential houses are being built on a territory with a total area of more than 177 hectares, and 2,544 people are planned to reside there.

Infrastructure projects such as social, economic, and cultural facilities, internal roads, engineering and utility lines, electricity, communications, water, and gas supply are also being implemented in the village. This creates modern conditions for the comfortable living of residents and ensures their return to the area.

The opening ceremony demonstrates the successful continuation of ongoing reconstruction work in the region and the importance the state places on improving the welfare of its citizens.
